Yes, own dnsbl server is certainly possible and in fact not very hard to install and operate, see:

Or, you can try to get the spammers listed on some existing list.

That would have great opportunities ...
So, to better the greylisting, one would have to run an own dnsbl server - or change grossd to also look into a local file or database
