[Gross] Announce: Gross 0.9

Yes, this makes it easier for me to coincide log history in our 
configuration cvs repository.  0.8 < svn-r123 < 0.9  That will throw me 
off a year from now when its not fresh in my mind.

Also, people don't like 0.x (not stable) or x.0 (will wait for first 
maintenance release)

I'll deploy 0.9 soon so that you can justify releasing 1.0
